Do I have a legal right to a press pass?

No law requires public safety or other government agencies to issue press passes. They may not, under the First Amendment, require journalists to be licensed in order to report, any more than they could require non-journalists to be licensed in order to speak. But if they decide to issue press passes providing special access privileges, they may limit them to journalists who qualify under their standards.
